1) The mad-dog amendment makes it illegal for their scientists/engineers, etc to work with China. By giving them cooperation, it makes them commit "illegal" acts. That can, at least, cause them embarrassment.

2) China has declared that it welcomes cooperation with other countries. That will show people that China means what it says.
