China needs to be able to LOCALLY dominate the air and the sea around Taiwan, and conduct a total blockade-- even in the face of intervention by murrika and its vassals. Having done that, the Mainland can wait 10, or even 20 years, for Taiwan to exhaust itself before conducting an actual landing operation.
